State Rules

State – Governmental organizations are responsible for maintaining order and security throughout the entire territory of the state. It consists of various institutions, each playing an important role in administration and law enforcement. The most important government organizations include the LSPD (Los Santos Police Department) and the LSSD (Los Santos Sheriff’s Department), which are responsible for public safety in urban and rural areas respectively. The LSPD mainly handles the city of Los Santos, while the LSSD operates in the surrounding regions.
The SANG (San Andreas National Guard) plays a central role in exceptional situations such as natural disasters or uprisings and supports both the police and the military. The GOV (Government) is responsible for legal administration and ensures the enforcement of laws. Other important institutions include the FIB (Federal Investigation Bureau), which is responsible for investigating and combating serious crimes, as well as Weazel News, the editorial office responsible for reporting and public information dissemination. EMS (Emergency Medical Services) ensures that the population receives prompt medical assistance in emergencies. All of these organizations work together to keep the state safe and combat criminal elements.

General Regulations:

§1.1 All employees of government institutions are required to fully comply with applicable legal provisions as well as the internal regulations of their respective organization.
§1.2 Employees of government institutions are required to consistently pursue criminal matters. Official duties must not be neglected. Personal relationships are permitted, but concealing criminal acts or withholding information about criminal organizations is prohibited.
§1.3 The recruitment of individuals with prior affiliation to criminal groups is generally not permitted. Individuals who can prove they have lived crime-free for at least 2 weeks and have no negative records are considered “rehabilitated” and may be re-employed following a thorough review by the HR department. | Warning
Note: A switch from a criminal to a government organization requires verifiable identity changes (name or appearance).
Explanation: A member of a criminal organization is a person who has been registered as such in the database within the past three weeks.
§1.4 Government employees must not engage in actions that contradict the behavior of a real officer. | Jail 60–120 minutes / Warning / Ban 3 days
Example: Insults, provocations, degrading animations, giving false badge numbers to detainees, citizens, or officers are prohibited.
§1.5 Employees of LSPD, LSSD, FIB, Army and USSS are required to wear the prescribed uniform during duty. | Jail 120 minutes
Exception: FIB investigators may operate without uniform during undercover investigations.
§1.6 Wearing disguises during duty is prohibited. | Jail 30 minutes
Exception: Leaders, Co-Leaders, members of special units during active operations.
§1.7 Employees of government organizations must maintain a professional appearance during duty. Wearing inappropriate or unrealistic clothing is prohibited. | Jail 60–120 minutes / Warning / Ban 3 days
Example: Unnatural hair colors (e.g. pink, green), facial or neck tattoos, flashy makeup, glowing masks, animal ears or tails, and bright vest skins.
Note: Employees of LSPD and FIB must wear a clearly visible badge during duty.
§1.8 The carrying or use of weapons or special equipment with official markings outside of duty is prohibited for employees of government organizations. | Jail 120 minutes
§1.9
It is prohibited to keep weapons or special equipment after dismissal, transfer, warning or ban. | Jail 35–90 minutes / Ban 3–15 days / Hard ban until return
Explanation: After transfer, warning, or ban, the player must return all equipment to the faction leader or to administrators.
Note: In the case of a ban, warning, or dismissal due to inactivity, the return is done via request (F5-Request or /report).
§1.10 The use of service vehicles for private purposes is prohibited. | Jail 60 minutes
§1.11
The use of armored vehicles within city limits is prohibited. | Jail 60 minutes / Leader warning
Note: Affected vehicles: Insurgent, Scarab, Tank, and other armored vehicles.
Exception: Specific deployment scenarios such as robberies, parades, terrorist threats, recovery of stolen military vehicles, logistical deliveries, as well as intensified patrols by LSPD/LSSD/FIB/SANG with justified official reasons.
§1.12 Patrol activities, arrests, and response to emergency calls must generally be carried out using organization vehicles. | Jail 120 minutes
Exception: FIB investigators may operate covertly in private vehicles for evidence purposes.
§1.13 Security personnel are prohibited from being present in the ghetto with fewer than 5 individuals. | Jail 120 minutes
§1.14
Officers are prohibited from staying in the main area of a criminal faction without an IC reason. | Jail 120 minutes / Warning
Explanation: Robbery, undercover work, state of war, being fired upon by officials on the premises.
§1.15 Waiting at handover points where stolen vehicles or illegal goods are transferred is prohibited. | Warning
Exception: Operations in response to emergency calls.
§1.16 The seizure of illegal items may only be carried out using server-provided functions. | Jail 120 minutes
§1.17
The search or seizure of items from vehicles requires a comprehensible and documented reason. | Warning + Return of items
Important: When conducting a search based on a court-issued search warrant, a complete video recording (POV) must be made and stored for 72 hours.
§1.18 Confiscating items without a comprehensible reason is prohibited. | Jail 180 minutes / Ban 3 days
Example: Searching vehicles, backpacks, or inventory without cause.
§1.19 It is forbidden to sell or store items obtained after criminal events. | Jail 20–45 minutes
Note: All items obtained through shootouts/operations must be stored or disposed of as they are considered evidence.
Note: After confiscation, an administrator may impose additional penalties.
§1.20 When stopping a vehicle suspected of carrying hemp or documents, an inspection of the trunk is permitted. | Jail 180 minutes
Explanation: Only an inspection attempt using the "Try" function is allowed.
§1.21 Law enforcement is not allowed to arrest a person who died during the arrest process and wakes up in a hospital after revival. | Jail 120 minutes
§1.22
The maximum detention time for a suspect by law enforcement is 50 minutes. | Warning
Exception: Through a court hearing or court order, the maximum detention time can be extended to 100 minutes.
§1.23 During suspect transport, jumping or running is not permitted. | Jail 120 minutes
Note: The use of weapons is permitted in self-defense situations, but securing the arrested person takes priority.
§1.24 The use of tasers or handcuffs during active shootouts is prohibited. | Jail 120 minutes
§1.25
The revival or restraining of persons using handcuffs while handling a two-handed weapon is prohibited. | Jail 120 minutes
Exception: One-handed weapons: pistols, taser, and melee weapons
§1.26 Issuing or revoking military documents without valid reason is prohibited. | Jail 120 minutes / Warning
§1.27
Artificial enlargement of departments is prohibited. | Leader warning
Example: Air and ground patrols as separate departments, HR department & academy
Explanation: Departments should be streamlined and combined.
§1.28 Misuse of drones for other purposes is prohibited. | Warning
§1.29
Bonuses for state factions may only be granted via the funding function. | Leader warning
Exception: Approval by the Chief of State
