General Rules:
1.1 Martial law is introduced by the Government leader after the publication of IC (In-Character) documentation.Note: IC documentation refers to a case that records major IC violations by players from various criminal organizations. The case must not contain grammar mistakes or server rule violations. It must be approved by the head curator of government structures and the GA (General Administrator).
1.2 Martial law can only be declared for serious IC reasons. | Strict warning to the leader.
1.3 Martial law is declared in a specific territory, which must be indicated in the IC documentation.
Note: The specific territory must not exceed 4 districts of the state.
1.3.1 Martial law can be imposed for a maximum of 12 hours.
1.3.2 It is allowed to impose martial law during mass riots, terrorist acts, or other serious IC reasons.
Note: This type of martial law differs from territory-based martial law — it is a temporary lockdown of a small area where events like riots or terrorist acts occur, introduced to eliminate the issue.
1.4 During martial law, all general server rules remain in effect.
1.5 Ramming through blockades is prohibited. | Jail 15–35 minutes.
Exception: Insurgent and other heavy armored special vehicles.
1.6 Respawning faction vehicles is prohibited. | Verbal warning to the leader.
Exception: With approval from the State curator.
1.7 Captures (gang wars) are prohibited until martial law is lifted. | Jail 40 minutes for all participants / Strict warning to the leader.
Rules for Government Organizations:
2.1 It is allowed to set up checkpoints at the entry/exit points of the martial law zone.2.2.1 Only law enforcement agencies — FIB / LSPD / SANG / USSS — are allowed to use firearms. | Jail 45 minutes.
Note: EMS / WN / Government employees are not allowed to participate in shootouts.
2.2.2 The Governor, ministers, and senior ranks of the Government are prohibited from being present in the martial law zone.
Exception: At the beginning and end of martial law.
2.3 Law enforcement agencies must establish a headquarters in the martial law area.
2.4.1 During martial law, it is prohibited to raid criminal organizations that are not under investigation or have no open cases. | Verbal warning to the leader.
Explanation: An investigation or open case must be an official IC document containing all necessary evidence and proper RP enactments.
2.4.2 Raids on the spawn point of any criminal organization can be conducted no more than once every 2 hours. | Verbal warning to the leader.
2.4.3 Footage recorded during raids can be used later to expose criminal organizations.
2.5 After martial law ends, government forces must leave the area within one hour. | Jail 45 minutes.
2.6 The commanders during this event are the SANG General, FIB Director, and LSPD Chief. All operations and martial law activities are under their control. | Verbal or strict warning to the leader.
2.7 Government employees have the right to stop any suspicious individuals for inspection.
Example: People in masks, armed individuals, or groups of people gathering.
Rules for Criminal Organizations:
3.1 Criminal organizations are allowed to unite to resist government forces.Note: All alliances must happen through IC means. | Verbal warning to the leader.
3.2 It is forbidden to retreat to faction/family spawn points during a chase or shootout. | 2-day ban.
